What is the SBIR program?
The Small Business Innovation Research (SBIR) program encourages small businesses to engage in a competitive awards-based program to engage in Federal Research/Research and Development with the ultimate goal of commercialization.
The NOAA SBIR program funds the research, development, and demonstration of innovative technologies that are directly related to NOAA mission needs and have significant potential for successful commercialization. The NOAA SBIR program has an approximate annual budget of $10 million. These funds are awarded to small businesses that submit the best proposal to NOAA and are selected through a competitive review process. NOAA runs a three-phase process
for awards. Every fall, NOAA issues a solicitation for research proposals for specific topics. Visit the NOAA Science & Technology Focus Areas
to learn more about NOAA's mission priorities.

How to Apply for an SBIR Contract?
Use this as a guide to learn more about the program and help you to get started on the NOAA SBIR application process.
Get information on the SBIR Road Tour which replaces the physical SBIR bus tours due to Covid-19. These tours brings together local entrepreneurs working on advanced technologies around the country with SBIR Program Managers from several federal agencies. This is a chance to hear directly from federal agency SBIR Program Managers that administer over $3.7 billion in funding to small businesses each year and to meet virtually one-on-one with program decision makers.
One of the goals of the SBA SBIR program is to "foster and encourage participation in innovation and entrepreneurship by women and socially or economically disadvantaged persons." For this reason, the NOAA SBIR program seeks opportunities to strengthen outreach to undeserved communities. Visit our upcoming events section for information on all events.
