SBIR Program Authorization

Congressional authorization of the SBIR and STTR programs is set to expire on September 30, 2022. Without reauthorization or extension of the SBIR and STTR program authority, NOAA will not be releasing new SBIR solicitations. The NOAA SBIR Program is actively tracking the progress of program authorization in Congress. We will resume the release of any new solicitations if the program is authorized.


The SBIR program was established under the Small Business Innovation Development Act of 1982 (P.L. 97-219) with the purpose of strengthening the role of innovative small business concerns in Federally-funded research and development (R&D). Subsequently, Congress passed numerous extensions, the most recent of which extended the SBIR program through Fiscal Year 2022.
